If Harwood is truly confident, why are his deputies accosting folks at early voting sites while on duty? Jeff Elkins has continued the Coy Phillips mantra.
He has been seen pushing his way toward vehicles as voters arrive, urging them to vote for Harwood. Nothing has changed in the Harwood world of law enforcement.
